Elisha Downing has been elected as the District 1 Director, bringing with her a strong background in emergency services, deep rural roots, and a passion for community-focused telecommunications. A lifelong resident of Manchester, Oklahoma, Elisha’s commitment to service and integrity is deeply grounded in her upbringing on her family’s farm just south of town.
Formerly known as Elisha German, she was raised in a household that valued hard work and community involvement. Her grandparents, Leland and Marlene German, and her parents, Jimmy and Lucille, emphasized the importance of helping neighbors and living with integrity—values that continue to guide her today. Her brother, Austin, now carries on the family’s farming and livestock operations, ensuring their multigenerational legacy continues.
Elisha brings over 14 years of experience in emergency medical services to her new diector role. She currently serves as the Supervisor for the Alfalfa County EMS at the Cherokee Station and has also worked part-time in dispatch for the past six years. Her work has given her a firsthand understanding of how vital reliable communication infrastructure is—particularly in life-or-death situations where every second counts. “Connectivity makes all the difference,” she has said, recognizing the essential role of telecommunications for EMTs, firefighters, law enforcement, and the broader community.
Elisha is married to Ross Downing, editor and owner of the Anthony Republican newspaper. Together, they have raised five children—three adults and two boys currently in grade school. Family remains a central part of her life, supported by a close-knit community network that reflects the values she holds dear.
As District 1 Director, Elisha is committed to advancing access to reliable internet and telecommunications in rural areas. She understands how essential connectivity has become—not just for education and employment, but also for agriculture, healthcare, and public safety. Her passion aligns closely with the mission of Kanokla, and she looks forward to contributing to its continued success.
Elisha Downing enters this role ready to serve with honesty, dedication, and a steadfast commitment to strengthening rural communities. Her election reflects a shared belief in her vision and leadership—and her district is in capable hands.
